Under Federal Milk Marketing Orders,
value of milk components is derived from the freely established market prices for basic dairy commodities, and a set of assumptions on dairy processing technology parameters and processing costs to convert milk to cheese, butter, dry whey or nonfat
dry milk powder. The assumed processing costs are referred to as 'make allowances'. Both dairy processing technology and processing costs have changed considerably since the last time FMMO formulas were updated, and many industry stakeholders are
asking USDA to initiate the hearing process to update the milk pricing formulas.
